Throughout his career, James Bryant has been an advocate for public participation and increasing local employment opportunities for businesses and blue-collar workers. From 1994 to 2006, James led negotiations on behalf of city workers in labor disputes with the Redevelopment Agency, BART, and City College of San Francisco.
In 2007, he was elected as an executive board member of the SEIU California State Council, representing over 60,000 members in Northern California. For the past 10 years, James has served as the Western Regional Director of the A. Philip Randolph Institute, a national community-based organization dedicated to racial equality, civic participation, and local hiring.
Currently, James serves as a member of the Mayor’s Construction Workforce Advisory Committee, where he collaborates with unions, contractors, and city officials to strengthen local hire policies and increase employment opportunities for local contractors and residents.
In 2009, James started JBR Partners, Inc., a community affairs/public affairs firm specializing in public utility and construction projects. Additionally, James utilizes his skills and knowledge by providing construction management consulting and construction partnering facilitation on several multi-billion-dollar infrastructure projects in the San Francisco Bay Area.

JBR Partners, Inc., specializes in assisting contractors with local hiring, union partnerships, public meeting facilitation, and contractor training and education. We provide services to public agencies, contractors, residents, community based organizations, and key stakeholders to increase public participation on various high-stakes projects.
Small local businesses face many challenges daily – One major barrier that is often unaddressed is the implementation of local hiring laws and the requirements that come with hiring local workforce members (i.e. apprentices, trust fund contributions). Local contractors often lack an understanding of these compliance measures and suffer from the financial penalties.
Construction partnering is a type of business partnering used in the architecture, engineering, and consteruction industry. Partnering is intended to assist project teams with setting goals, resolving disputes and improving project outcomes. The construction partnering team is made up of the project’s owner (client), the consulting engineers and/or architects, the contractor(s) and other key project stakeholders. Construction partnering has been used both in the United States and elsewhere since the early 1980s as a methodology to reduce litigation and improve productivity.
Services:
- Facilitate an initial session to guide the team in defining its roles, responsibilities and reaching agreements on ground rules for handling conflicts.
- Supply the team with tools to help understand personal styles and their impact on the dynamics within the team.
- Guide the team in determining what they need from each other in order to be successful.
- Coach the team to develop decision-making and problem- solving skills and other team processes to help prevent and resolve conflict.
- Develop a clear, easy to measure, management dashboard that indicates what needs attention, how much, and where attention must be focused.
- Help set goals and develop action plans
- Determine how to measure progress and evaluate success.
- Facilitate follow-up and mediation sessions to discuss progress and address recurring accountability and/or communication issues.
