Project Vision

The India Basin Restoration Project was developed to transform underutilized waterfront land into a vibrant public destination that reconnects the Bayview-Hunters Point community with the San Francisco Bay. Guided by a community-driven vision, the project combines environmental restoration, public access improvements, waterfront recreation, and habitat enhancement to create a more resilient, inclusive, and accessible shoreline. The project expands recreational opportunities, restores wetlands and wildlife habitat, and strengthens connections to the Bay Trail while creating a welcoming gathering place for residents and visitors. Through its Equitable Development Plan, the project also promotes workforce development, economic opportunity, and community investment by creating pathways to training, employment, and long-term neighborhood revitalization for local residents.

JBR Partners, Inc., in collaboration with Carta Advisors, provided partnering and stakeholder engagement support to facilitate collaboration among project owners, contractors, consultants, and community stakeholders. Through structured partnering sessions, issue resolution discussions, and ongoing communication, the team helped strengthen relationships, improve coordination, and support successful project delivery. By fostering open communication and alignment among stakeholders, the partnering process helped address challenges proactively and maintain focus on shared project goals throughout planning, design, and construction.

Location: India Basin Open Space, India Basin Shoreline Park, and 900 Innes Avenue

Lead Agencies: San Francisco Recreation and Park Department (SF Rec & Park), A. Philip Randolph Institute (APRI), Trust for Public Land (TPL), and San Francisco Foundation

Unites multiple waterfront sites into a 10-acre public park that reconnects the Bayview-Hunters Point community with the San Francisco Bay and expands access to recreational opportunities.

Includes restoration of tidal marsh and wildlife habitat, shoreline improvements, Bay Trail connections, and environmental enhancements designed to create a more resilient and accessible waterfront.

Project construction began in 2021 and is being delivered in multiple phases, with final completion anticipated in 2028.
